Speaking Truth from Below: Global South to North Policy Narratives and Discursive Action on Climate Change Loss, and Damage

For decades, discussions surrounding climate change, its impact, and climate justice is at the centerpiece of the negotiations and forums in the international arena. As response, international organizations such as the United Nations established financing facilities for countries tremendously hit by impacts of climate change. However, rising debates and negotiations among Global South countries push the need for a loss and damage facility responsive to adaptation measures, community (re)building, financing destructions, and other economic and non-economic losses and damages. While the foregoing loss and damage discourse gauges towards addressing concerns of marginalized sectors over climate change issues, this work focus on exploring the Global South to North policy narratives and discursive action. This case study utilized narratives of locals and participants in Tubigon, Bohol, Philippines, during the Southeast Asia loss and damage workshop. While the ongoing international negotiations on loss and damage are on the table, local non-government, sectoral, and community-based organizations have mobilized to organize and streamline the grassroots and marginalized voices. This work then argues that while climate science has mainstreamed evidence on climate change impacts, narratives and discourses on the ground are a critical component in advancing international policies and calls for action towards climate change, loss, and damage finance. Considering that Global North countries maintain their impervious response to the call, existing policy narratives and discourses from vulnerable groups in the Global South are critical depositions of truth to power, exemplifying the need for the international community to refocus the discussion on loss and damage.
