Making Peace and Moving On: Civilians and the Military Under a New Order in Mindanao, Philippines

The three papers in the panel explore the changing roles, identity, and meaning-making among civil society organization, local authorities and the deployed military units during 2 periods- martial law (2019-2021) and the establishment of the Bangsamoro transitional government (2019-date)-in Mindanao, Philippines. This changed political order informs dynamics between these actors that point to more inclusive, performance-based, enhanced sense of community responsibility and morally-infused involvement that bode well for democracy in this once-troubled region in Mindanao. The papers also portend to new civil-military hierarchies and enduring local influence of the military in matters of security. Dr. Marshaley Baquiano et al.'s paper entitled "Conflating Peace and Martial Law: Lay Theories of Peace and Order in the Peace and Order Councils of Mindanao, Philippines" applies Social Representations Theory as a framework to investigate the communicative mechanisms of Peace and Order Councils that produce systems of social knowledge on peace and order. Dr. Rosalie Arcala Hall et al.'s paper maps military and civilian perspectives on martial law and its effect on humanitarian operations during/after the Marawi war. Dr. Imelda Deinla and Dr. Rosalie Hall's paper, meanwhile, traces the transformation of civil society organizations in the region as a democratic force for renewal, by looking at their participation in electoral processes during the transition period and their engagement with the nascent transitional authority structures.
